We won't hear anything about TF3 until HL3 is announced, and we won't hear anything about HL3 until the new graphics engine is announced, and we won't hear anything about the new graphics engine until Episode 3 is announced. That's just my guess, but I'm convinced I'm correct about my first two predictions.
VALVe has no reason to even think of TF3 as of yet, TF2 is currently a cash cow for them, they're racking in Brinks trucks of money from the Mannconomy, which I presume will help fund the new graphics engine(and TF3). Plus with this newly rejuvenated population from going F2P, and all these new funds pouring out of their ears, I'm sure they're going to keep experimenting a whole lot with what they can do with TF2. I fully expect to see a couple new game modes, some animated shorts(once Meet The Pyro is out), some new game mechanics, and maybe another new hat, or two.
I don't expect to hear that they're starting full-bore development for TF3 until the new engine is announced.

Why do you think half life 3 will get announced before Team Fortress 3?
My speculation...
Half Life 2 Episode 3 is on the new graphics engine. If it was on the old graphics engine, they probably would have made something more than "concept art" by now. A screenshot or teaser trailer at the very least. How did the game go from an expected Christmas 2007 release date to over 4 years delayed with no news? It's because that's how long it takes to create a new engine. They not only have to create the actual half life episode, but they also have to bug test and perfect their new engine. They want us to be blown away by the game... it's not like they're just slow workers. The game will probably not be out until Q2 2013 at least.
Then I think Valve is going to keep pooping out updates for L4d and Tf2 until they create a new franchise / game. As for their direction, I don't know. It will probably be an epiphany when working on their new engine.
They have already claimed there is more room for Episodes related to the Half Life 2 arc, since they have confirmed Gordon will not be returning to City 17 in Episode 3. I assume it will probably be something similar to Opposing Force and Blueshift.
Sometime when I'm married with kids, a direct sequel with Gordon as the protagonist will by announced. Gabe would be dead by now, and the game will get mixed reviews without the game development chaperoned by the Big Man. The series will have its name tainted like Sonic or Spider Man.
Well I also personally think that the release of Episode 3 will usher in the new graphic engine, and I believe that your release prediction of Q2 2013 is most likely bang on.
So here's what I think will happen; CS:GO comes out, then shortly after Dota 2, shortly after that VALVe will push out a huge TF2 update to drive up hype/sales while dropping a hint about the next major piece of news and revealing a new Portal 2 DLC. Then, sometime in Q3 2012, they'll release the new Portal 2 DLC(plus maybe some new DLC for L4D2) and announce the upcoming engine, along with the first release to come with the new engine; Ep3, and reveal a new franchise they're working on.
When they release Ep3, they will announce the development of HL3, and announce upcoming beta testing for this new franchise.
I believe that only between the release of this new franchise and HL3, will they officially announce that TF3 is under development. I don't think we'll see the next TF game until Q2 2014(at the earliest).
There is simply need for them to push for its development as there is still so much mileage they can get out of TF2 while they upgrade to next-gen technology. TF2 is a wet dream for them as they get to experiment with so much stuff, while still making money, while they work on the rest of the stuff. Plus I'm sure Robin will want to get his hands on the new engine, minus the kinks that Ep3 will reveal and take care of, before he even starts to mess around with TF3's conceptualization.
EDIT: While I do think that we'll see another DLC update for L4D2, I wouldn't count on many more of those as the creative team for the L4D franchise have jumped ship to THQ.

Hypothetically speaking, if Valve held a poll (which they wouldn't) in which the question was, "Do you want us to reveal the pyro's gender in the next Meet the Team short?", would you guys vote yay or nay? I would vote nay. Keeping it a mystery makes the pyro's character that much better.
