Steam keeps on changing my volume

If steam can't press the pause button on an application that's playing something, such as iTunes, it lowers the volume by roughly 90%. This happens whenever someone sends me a message on steam, or when i join a tf2 server. I don't want to uninstall steam and start off with a fresh copy of steam. last time I did, it caused a lot of problems with the achievements I have completed (and not yet completed) in tf2. (It made it impossible for me to continue to work on some achievements, while some achievements I had previously gotten I somehow were able to get for a second time. Anyways,) Anyone know how to stop steam from messing with my sound level?

Btw, i'm using windows 7 home premium.
I'm not Ducky. I didn't know there was another player called "Ducky" until 16-10-2010. I've had this name since janurary 06, 2010, and according to HLStats, if there is an imposter, it's not me; its Ducky.

Your issue isn't Steam, it's Windows.
You can tell it not to do that via your sound settings.

I *think* you want to right click the volume icon in the task tray, select playback devices, then the communication tab. But I don't have this issue myself.

    1. right click volume icon
    2. click "sounds"
    3. click communications
    4. click "do nothing"
    5. click apply.

only savages hit "ok" without applying.
