So Windows 7 likes to lower the volume of some programs when used in conjunction with a voice chat program, such as: TeamSpeak or Ventrillo.
There is an easy fix for this.
1. Navigate to your Control Panel. Do this by accessing it through your start menu, or type "control" minus the quotes into your start menu search box. Open the control panel.
2. Click on "Hardware and Sound"
3. Now click on "Sound". A new menu titled "Sound" will appear with four tabs called: Playback, Recording, Sounds, Communication. Click on the tab titled "Communications"
4. You should now see, in that menu, a list of 4 "bubble" options. The last one, titled "Do nothing", is what you want to click. Click the bubble next to "Do nothing"
5. IMPORTANT: Now click, at the bottom right of that window, "Apply". Now click, "Ok".
6. Close that menu, and close your control panel! All done!
TL;DR - Control Panel > Hardware and Sound > Sound > Communications > Do Nothing

so i do nothing and then sound does nothing?
I followed this guide to make sure Windows 7 wouldn't do this again to my minecraft client.
However, after following the guide, I had noticed it was already set to "do nothing." So technically, it lowered the volume while already set to "do nothing."
