I really can't think of too many uses for this sort of app. I have certainly never come across any app to do it.
If you want music on one, you could use bluetooth, but a soundcard will only process one signal at a time...
edit: having said that...
I'm trying to figure out how I can route sound from one program to my speakers and soun from another to my headset. Whether doing this in the Windows 7 settings or using a third party program.
Some people have suggested me that it's in the settings, but a windows help question page leads me to believe that it is not a function of windows 7, and that I will need a third party program to do it.
Does anyone know what program or how to do this?

Don't think it's possible in Windows. You can get a program to help in specific situations. For example, Virtual Audio Cable (VAC) creates a virtual audio line. You can use that line as an output source for some music programs like Winamp. It also comes with a program to select sound from an input and play it through an output. So you can have the music in the virtual audio line play through your headset speakers, but all the other Window sounds (like your game) play through your default speakers. Make sense?
I've been trying to do this also, so I can run games and movies at the same time. I know in many of the more developed games and VLC you can select the default audio output device. I'll give VAC a test, sounds like what I need.
I've been using this program for a while and so far I really like it
